Januar 1999 auf dem Weltwirtschaftsgipfel in Davos den „Global Compact“ ins Leben rief, schufen die Vereinten Nationen (UN) eine innovative Form von „Global Governance“, mit der sie erstmals Akteure aus der Wirtschaft darum warb, auf freiwilliger Basis und in Zusammenarbeit mit staatlichen und zivilgesellschaftlichen Akteuren Maßnahmen zu einer umfangreichen gesellschaftlichen Verantwortung zu ergreifen.
Annan richtete sich mit dem Global Compact insbesondere an multinationale Unternehmen (MNU), denen eine besondere Bedeutung für die Weltwirtschaft und damit verbunden eine zentrale Rolle bei der Durchsetzung von Umweltschutz sowie Arbeits- und Sozialstandards zukommt.
Begreift man Global Governance als Gerüst gesellschaftlicher Selbstregulierung, an der nicht-staatliche Akteure wie Unternehmen, NGOs und Gewerkschaften beteiligt sind, so kann der UN-Global Compact als eine Form von Global Governance par excellence gedeutet werden.
Vor allem mithilfe so genannter Public-Private-Partnerships (PPP) soll es gelingen zur „Stärkung regulativer Kapazitäten in Entwicklungsländern“ (Beisheim/Fuhr 2008: 16) beizutragen, indem globale Governancestrukturen in regionale Kontexte implementiert werden. Gleichzeitig kommt dem Global Compact auch in Hinblick auf die Milleniumsentwicklungsziele der UN (englisch: Millenium Development Goals – MDGs) eine zentrale Rolle zu.
Am Beispiel einer Public-Private-Partnership im Rahmen des Global Compact zwischen dem Volkswagen Konzern (VW), der International Labour Organisation (ILO) und der Gesellschaft für technische Zusammenarbeit (GTZ) soll im Folgenden die Durchsetzungsmöglichkeit des Global Compact als Gestaltungsmöglichkeit von Global Governance analysiert werden. Im Mittelpunkt steht die Frage, in wie weit die gesellschaftliche Selbstregulierung des Global Compact zur Stärkung regulativer Kapazitäten in Entwicklungsländern beitragen kann. Die Frage ist daher auch in Zusammenhang mit der Frage nach der allgemeinen Effektivität und Legitimität des Global Compact als Gestaltungsform von Global Governance zu sehen.
